The Three Horizons - Balancing ambition with execution
In this fast-moving, busy world where organisations are scaling and shifting, leadership teams often find themselves sitting on different sides of the fence. On the one side, you will find the big dreamers, who want to push to the next level and have their sights set far into the future. On the other side, you’ll find the foundation builders, who think in the day-to-day and revel in bringing structure and clarity in order to execute well right now.
At OverTime Leader, we often see tension between the two stances: If we focus only on the future, the foundations never get built. If we focus only on today, the business never evolves. It’s not about whose instincts are better than the other, but about leaning into this tension so that teams can dream big and build strong.
The Three Horizons framework helps leadership teams make space for both ways of thinking at the same time. It gives teams a simple way to balance ambition with execution and think more clearly about what needs to happen now, what should be built next, and what ideas might shape the future of the business.
The framework divides strategic thinking into three horizons:
Horizon 3 (the Innovate Horizon) focuses on the big bets and disruptive ideas that could transform your market or business model over the next five to ten years. Think, bold game changers.
Horizon 2 (The Transform Horizon) focuses on the strategic initiatives you can realistically start building over the next two to three years.
Horizon 1 (The Strengthen Horizon) focuses on the next twelve to eighteen months. It hones in on the improvements that need to happen now in order for those bigger ambitions to become possible.
When leadership teams map their ambitions across these horizons, it enables them to pause and invest in the baseline (the systems, rhythms, process) without losing sight of the bigger vision. The result is a clearer set of priorities, a better sequence of work and a strategy the team can actually deliver.

A printout of the Three Horizons template, ideally in A3 or bigger
Post-its for capturing ideas
Pens or markers
A wall or table space where you can organise ideas visually
Around 60–90 minutes of uninterrupted time with your team
How to Use The Three Horizons
Download the Three Horizons template below (or draw it on a whiteboard) and explain each section to your team. As a reminder:
Horizon 1 — Strengthen - short term planning that fixes or improves the foundations of the business in the next 12-18 months.
Horizon 2 — Transform - medium term strategy that can be built on or tested in the next 2–3 years.
Horizon 3 — Innovate - long term, future thinking to push the business into unknown territory in the next 5–10 years.
As a team, start by considering Horizon 3 - Innovate. Ask everyone to write down ideas individually on post-its that could fundamentally change the business. Think big bets, new markets, new technologies or disruptive ideas.
Share the ideas with the group and place them on the wall. Cluster similar ideas together and build on each other’s thinking. The goal here is exploration, not validation.
Next move to Horizon 2 - Transform. Ask- what initiatives could realistically be built or tested over the next 2–3 years? These might be ideas you’ve talked about before but never prioritised. Think about meaningful moves that could shift growth or strategy that the team could realistically build, test or commit to.
Again, the team can write ideas individually, then share and group them on the wall by theme. Cluster the ideas and look for the ones that feel most relevant or most promising.
Now move to Horizon 1 - Strengthen. What needs to change or improve in the next 12–18 months to make Horizon 2 possible? Focus on the foundations: processes, systems, capability or operational improvements.
As with before, note down, share and cluster these ideas.
Finally, step back and review the full picture to check how your time, energy and resource is being distributed across the horizons. Are you over-indexing on future ideas and under-investing in the baseline? Are there too many ideas in Horizon 3 and not enough clarity in Horizon 1? Or is the team so focused on fixing today that there is no real conversation about what comes next?
Use this discussion to identify the ideas that matter most across the three horizons. If helpful, use dot voting to prioritise.As a guide, aim for roughly:
70% Horizon 1 — strengthening the business
20% Horizon 2 — building the next phase
10% Horizon 3 — exploring future opportunities.
